ALERTA ELCANO - Claves de la crisis en la UE Cuatro años después de que se iniciara la crisis económico-financiera global que tan duramente está golpeando a Europa –y que se ha retroalimentado durante los &uacu te;ltimos dos años con la crisis de deuda pública en la zona euro- sigue sin percibirse la luz al final del túnel. 2012 ha comenzado con un nuevo anuncio de recesión, con elevadas cifras de desempleo y sin que se hayan despejado las incertidumbres sobre la solvencia financiera de varios países. Sin embargo, no sería justo obviar que en los últimos meses, y a pesar de los momentos convulsos, ha habido desarrollos positivos: a lo largo del año pasado se ha ido configurando la confirmación de la apuesta política por la supervivencia del euro y se han hecho esfuerzos importantes en algunas dimensiones que resultan clave para superar la situación. Aunque los avances deban saludarse, es evidente que queda camino que recorrer y persisten interrogantes por resolver: ¿puede el euro, la UE y sobre todo sus ciudadanos salir de la situación actual con la receta administrada hasta este momento? ¿Es factible pensar en un auténtico pacto más equilibrado que –económicamente- combine estabilidad con crecimiento y –políticamente- integre de manera más equilibrada a todos los protagonistas? ¿Es suficiente la dotación y funcionamiento del Mecanismo de Estabilidad? ¿La pertenencia a la UE y al euro ha atenuado o agravado la intensidad de la crisis? ¿De verdad se está fundando una gobernanza económica del euro que merezca ese nombre? ¿Crecerá el euroescepticismo en los próximos tiempos o vencerá la preferencia por dar nuevos pasos decididamente federalizantes? ¿Qué efecto tendrá esta crisis sobre la posición de Europa en un mundo globalizado con potencias emergentes cada vez más relevantes? El Real Instituto Elcano ofrece una visión analítica y prospectiva sobre estas y otras cuestiones relacionadas con la crisis en la eu rozona, compilando los trabajos elaborados por nuestros investigadores y colaboradores publicados en la Web desde 2007, así como seminarios y mesas redondas organizadas por el Instituto, la última de las cuales se celebró esta misma semana en Madrid. El resultado es esta Alerta que esperamos resulte de su interés y utilidad.
ELCANO ALERT - Keys to understand the economic crisis in the EU Four years after the beginning of the global economic and financial crisis that has struck Europe so hard –and which has been fuelled again over the past two years by the public debt crisis in the Eurozone– there is still no sign of light at the end of the tunnel. The year 2012 has started with further predictions of recession, with high unemployment figures and persistent doubts about the financial solvency of several countries. However, it would be unfair to ignore the fact that in the past few months, and despite ongoing convulsions, there have been positive developments: throughout last year a political commitment to ensuring the survival of the Euro has been coalescing while significant efforts have been made on issues that are key elements to overcome the situation. But, although progress should obviously be welcomed, it is evident that there is still some way to go and that there are still questions that remain to be addressed: can the Euro, the EU and especially its citizens overcome the current situation with the remedies administered so far?; is it feasible to envisage a real and more balanced accord that –economically– combines stability and growth and that –politically– integrates all players in a more balanced fashion?; has sufficie nt provision been made for the Stability Mechanism and is it functioning adequately? Has membership of the UE and the Euro mitigated or aggravated the intensity of the crisis?; is the foundation really being laid for an economic governance of the Euro that is worthy of the name?; will euro-scepticism grow in the near future or will a preference for a more decidedly federal model win out?; and what effect will the crisis have on Europe’s position in a more globalised world with increasingly important emerging powers? The Elcano Royal Institute offers an analytic and prospective view on these and other issues related to the crisis in the Eurozone, with a compilation of the work produced by our analysts and contributors and published on our website since 2007, in addition to the seminars and round tables organised by the Institute, the latest of which was held this week in Madrid.
