GlobaLeaks is the first open-source whistleblowing framework. It empowers anyone to easily set up and maintain a whistleblowing platform. GlobaLeaks can help many different types of users: media organizations, activist groups, corporations and public agencies.

We are pleased to share with you a message of the group behind GlobaLeaks, a software that will be presented at our 39th Congress to enable public disclosure and whistleblowing in democratic and non democratic contexts. Some of the members, who are also members of the Radical Party, will be in Rome next week and will set up a desk to assist also in the various technical aspects of the initiative.

This last 3 years of international affairs demonstrates than transparency instruments like the few ones used by Wikileaks can be powerful tools for freedom. After all, wh isteblowing is included as legal requirement in laws like SOX (Sarbanes-Oxley).


However the Wikileaks affair demonstrates that a centralized model, both for organization and responsibilities, can be easily crushed with a mix of legal and illegal actions. A centralized approach can therefore be a failure for transparency; how we can develop a better and unstoppable model?


We believe that decentralization is a possible answer and that therefore "small is beautiful" can be the right approache. Our answer is called "GlobaLeaks"

What is GlobaLeaks?

GlobaLeaks is the first open-source whistleblowing framework. It empowers anyone to easily set up and maintain a whistleblowing platform. GlobaLeaks can help many different types of users: media organizations, activist groups, corporations and public agencies.




Possible uses of GlobaLeaks

Transparency Activism
Non-governmental and informal activist organizations can set up inde pendent whistleblowing sites to uncover corruption or other problems locally, or within specific industries.


This can be true even when the issues might not get attention nationally or among the mainstream.
Anonymity backed by technological security can help such organizations even in places where organized crime is dominant or human rights are not guaranteed.


Collaboration with citizen journalism initiatives, blogger and social networks can allow political and activism organization to leverage the power of public disclosure to increase transparency and bring relevant information about hidden malpractice in their society to citizens.




Media
Media outlets, including newspapers, websites, magazines and not-for-profit journalism associations, can set up a GlobalLeaks interface to collect anonymous reports from sources that will be protected by default. Some media organizations already have deployed whistleblowing sites to accept "leaks" t hat can inform their investigative journalism, but it is difficult for journalistic organizations to maintain the technology necessary for security and privacy. GlobaLeaks can provide an open-source alternative that could be used by any of these organizations and others. Several media organizations already are seriously considering the use of GlobaLeaks.


Public Agencies
Public agencies can also use GlobaLeaks to involve citizens in spotting tax evasion, corruption, market manipulation and other problems. Famous public whistleblowing services already exist and include those in the U.S IRS, U.S. SEC, and the EU Antitrust. GlobaLeaks can help protect those citizens who want to help investigators.

Vi inoltriamo volentieri un messaggio del gruppo dei creatori di GlobaLeaks, un software che verrà presentato al nostro 39esimo Congress e che consente la diffusione pubblica e e la rivelazione e denuncia di informazioni riservate in regimi democratici e non. Alcuni dei membri, che sono anche nostri iscritti, saranno a Roma la prossima settimana e oltre intervenire al Congresso avranno anche un loro spazio dove spiegeranno anche gli aspetti tecnici dell´iniziativa.

GlobaLeaks: Trasparenza & Public Disclosure al loro meglio

Gli ultimi 3 anni di cronaca estera dimostrano che gli strumenti per la trasparenza come quelli utilizzati da Wikileaks possono essere potenti strumenti di liberta´. In fin dei conti il whisteblowing e´ persino incluso come requisito in leggi come la SOX (Sarbanes-Oxley).

Tuttavia il caso Wikileaks dimostra anche che un modello centralizzato, sia organizzativo che di responsabilita´, puo´ essere facilmente bloccato con un mix di azioni legali ed illegali.

L´approccio centralizzato e´ quindi un fallimento per l´attuazione della trasparenza e della Public Disclosure; come e´ possibile quindi passare ad un modello migliore e non bloccabile? Prendendo come riferimento modelli che realizzino il decentramento ed attuino il "Piccolo e´ bello".

Una risposta si chiama GlobaLeaks.

Cosa e´ GlobaLeaks?

GlobaLeaks e´ la prima piattaforma software open source per il whisteblowing.

Fornisce a chiunque la possibilita´ di costruire e gestire facilmente un server di whisteblowing.

GlobaLeaks puo essere utile a molte tipologie di utenti: media organizations, gruppi di attivisti, aziende ed enti pubblici.

Possibili usi di GlobaLeaks

Attivismo per la trasparenza

Organizzazioni informali e non-governative possono realizzare siti indipendenti per il whisteblowing per denunciare corruzioni od altri reati in una comunita´ locale od in una particolare azienda.

Possono fare questo senza che necessariamente i fatti denunciati ricevano poi attenzione a livello nazionale o di settore.

Il completo anonimato, reso possibile da collaudate misure tecnologiche, puo´ aiutare queste organizzazioni anche in contesti in cui il crimine organizzato e´ dominante od i diritti civili non sono garantiti

La collaborazione con il giornalismo partecipativo, i blogger e le le reti sociali permette ad organizzazioni politiche o di attivismo di utilizzare il potere della trasparenza e della Public Disclosure per far conoscere ai cittadini informazioni sugli "affari sporchi" nella loro comunita´.
